Restraints, wheel chocks, and what the standards actually say

OSHA 1910.178(k) addresses loading-dock trucks and railroad cars, including setting brakes and using wheel chocks or other means to prevent movement while trucks are boarded. Subsection 1910.178(k)(3) says fixed jacks may be necessary to support an uncoupled semitrailer during loading or unloading; that is not an unconditional jack mandate.

OSHA directive STD 01-11-007 addresses mechanical securing means that can provide protection equivalent to wheel chocks under stated conditions. It is not a blanket endorsement of every restraint or a conclusion that one universally replaces chocks. Applicable Iowa enforcement, the equipment, application, trailer mix, and facility procedures require qualified review.

No. A green indication alone is not assurance of secure engagement. Follow facility procedures and have uncertain or contradictory status assessed by qualified personnel.

Can a restraint always replace wheel chocks?
